Council Voting Records - Report Card 2010

Voting records provide an objective read of City Council's commitment to an issue. Accordingly, we used six key City Council votes from 2009-10 to measure the recent Council's suppot for an environmental agenda.

This information, coupled with previous voting records of eight key issues from 2007-08, provide crucial information for Torontonians on how green their councillors are, and gives valuable insight on incumbents running for re-election in October 2010.

In 2008, TEA issued a Mid-Term Report Card including voting and attendance records on key issues from 2007-08.

Summary of Key Votes 2009-10

Green Roof By-law, May 2009: City Council adopted a bylaw that will require construction of green roofs on new, large commercial, institutional, residential buildings. Starting January 31, 2011, the by-law will also apply to new industrial development.

Jarvis Bike Lane, May 2009: City Council approved a proposal to redesign Jarvis street from Bloor to Queen Street, including the addition of designated bike lanes and the removal of the reversible north-south central lane.

Power to Live Green - Toronto's Sustainable Energy Plan, November 2009: City Council adopted a comprehensive sustainable energy strategy, Power to Live Green, focusing on conservation, renewable energy and smart energy distribution to bring the city closer to 80 percent reduction in greenhouse gas emissions from 1990 levels by 2050. This strategy follows through on the City's climate change action plan of 2007, Change is in the Air.

BIXI Bike Share Program, May 2010: City Council voted to provide financial support to a new public bike sharing program. The financial support is essential for the implementation of the program, and a vote YES demonstrates Councillor's support for effective cycling infrastructure in the City.

    Oppose Incineration of Sewage at Highland Creek Treatment Plant, June 2010: City Council voted to shut down the last city-owned sewage incinerator at Highland Creek. Opting for more sustainable and environment friendly alternatives to deal with sewage sludge over incineration will reduce toxins and GHG emissions.

    Keep Toronto Hydro Public, July 2010: City Council voted to keep Toronto Hydro public.

      Note: All positive votes (votes for the environment, or against something that is bad for the environment) have been included as YES votes.
       The "Score" value is calculated as follows:
    • Y = YES = 1
      N = NO = 0
      A = ABSENT = 0.5
